Donald Trump dominates the day’s political headlines with a starkly transactional midterm message, tying a cash promise directly to Republican control of Congress. Elsewhere, diplomacy and security remain in focus as Algeria breaks with the UAE and Ukraine presses Canada for more air-defense support.

Trump says he will give U.S. adults a $5,000 “dividend” if Republicans keep control of Congress in the November midterm elections. He makes the pledge in Dallas before Republican audiences, presenting the payment as something he can deliver only if the party holds both chambers after the vote.

Algeria severs diplomatic ties with the United Arab Emirates after what it describes as years of mounting tensions. Algerian authorities accuse Abu Dhabi of repeated provocative and hostile actions and say they had exhausted all available avenues to preserve the relationship before taking the step.

Frozen food retailer Iceland says it will open a standalone store in Stanley in early December, becoming the first UK high-street retailer to establish a store in the Falkland Islands. The move expands the company’s footprint to a remote British overseas territory in the South Atlantic.

Trump also uses an appearance in Dallas to weigh in on sports, calling the Mavericks’ trade of Luka Dončić for Anthony Davis one of the worst deals in sports history. He says the move may rank among the all-time worst trades and jokes that it should be redone.
